Ray's testimony was key to the prosecution of former NYPD commissioner Bernie Kerik for tax evasion. While Ray was under indictment in a $40 million stock scam, he came forward with evidence that Kerik had received thousands of dollars in gifts which he didn't report.
Keep in mind, Ray was Bernie Kerik's best man at his 1998 wedding.
Here's the story of one victim, as told in the indictment released by the U.S. Attorney's Office:
For about four years, "Female Victim-1" prostituted herself because she thought she owed Ray.
Ray, 60, told the victim in 2014 that she had to repay him because she had poisoned him and damaged his family member’s property in North Carolina that he forced her to work on. She confessed to actions she didn’t do, including on video, according to the indictment.
This victim remained a whore for Ray until 2018, during which time Ray collected plenty of "sensitive, humiliating and incriminating" material, like explicit photos, to help him maintain control of her. And to pressure her to fuck more guys for money, he threatened to report her to authorities for supposed crimes.
The indictment also describes a lengthy grooming process during which Ray would watch the victim and a male victim, both college students at the time, engage in sex acts in which he'd instructed them to engage.
Besides the threats, there was the part where Ray did terrible shit to the victim. In one instance, the indictment states, Ray tied the girl to a chair, placed a plastic bag over her head, nearly suffocating her, and told her “in substance and in part, to behave and focus on paying him more money.”

Crime doesn't really need a lot of encouragement . It's a weed, not some rare orchid, and it can flourish anywhere in spite of efforts to root it out.
The majority of New Yorkers -- if I had to guess -- would probably say they're generally in favor of "bail reform," without bothering to ask, "Wait, EXACTLY what do you mean by 'bail reform?'"
In answering this way, what they actually mean is, "Of course I like black people!"
It's suggestive of the woke-by-default attitude, emblematic here and (probably) in most every major city in the US, which empowers citizens to always respond without thinking and to still always answer "correctly."
In that sense, it isn't too hard to see the appeal of a left-leaning ideology, particularly if you're not very interested in the subject of criminal justice, government, politics or anything. Day-to-day life is pretty challenging and the demands of survival can be fairly time-consuming, so in a functionally one-party city, why swim upstream?
But the results of all this thoughtless agreement are less than optimal. Low voter turnout and general disinterest in civic life are just two of the inevitable outcomes. Not only is no one worth voting for but and there's also no candidate worth voting against, no opposition.
Lawmakers here have little accountability. As Democrats, their jobs are secure. The only constituencies to which they seem determined to suck up are the various LGBTQ+ communities and so-called POC (in this case, blacks and Latinos).
In explaining the rationale behind bail reform, whoever is explaining seems to lean heavily on emotionally charged sentiments about "mostly black and Latino" suspects, who are disproportionately poor and who, disproportionately, are forced to remain in pretrial confinement because they can't afford bail. Therefore, bail effectively criminalizes poverty, the explainer explains.
Needless to say, it's a little more complicated than that, but any opposition to this position is likely to be interpreted as basic racism, fear of "the other," etc. It's really, truly like that. Either you agree with their assessment or you're not even a legitimate part of the discussion. You're just some White Nationalist Nazi Garbagehead.
The reason bail reform, which is statewide, finally became law here in New York is because of Democrat gains in Albany in 2018 midterms. With control of the state assembly and the state senate, and Governor Cuomo ready to rubber-stamp any kooky thing they put on his desk, these legislators went hog wild.
Since bail reform began, as the statistics above show, crime has surged with significant increases in five of the seven major categories.
Law enforcement sources attribute the increase in crime to bail reform. Cuomo has kind of suggested there are issues with the law, and that it needs tweaks, same with state AG Letitia James.
Dan Soares - who considers himself a "progressive prosecutor" - had negative shit to say about the efforts of the Albany legislators, primarily the fact that not one hearing was held on the subject, no input from law enforcement, prosecutors, judges or service providers. This he stated in June, well before bail reform took effect.
Vox offered a counterpoint to the idea that bail reform does anything other than prevent poor people from being punished for being poor. In typical Vox fashion, the article isn't framed as a pro-bail reform opinionated piece but rather as "The controversy over New York’s bail reform law, explained." Come the fuck on.
One party, zero accountability, shouting down and shaming descent, laws made inside an echo chamber, these conditions are basically guaranteed to increase crime. At the very least, they are incompatible with reducing crime.

SIX MONTHS...I MEAN, HE did KILL A GUY FOR NOT GIVING HIM A CIGARETTE.
THE OTHER DAY I HAD A GUY -- WHO WAS EITHER HOMELESS, JUST GOT OUT OF JAIL OR JUST AN EXTREMELY SLOPPY DRESSER -- POSITION HIMSELF TO ASK ME FOR MONEY WHICH ISN'T UNUSUAL. WHAT WAS UNUSUAL WAS THAT HE SEEMED DETERMINED TO PITCH EVEN AFTER I PRE-REJECTED HIS PROPOSAL.
